
The professional services firm adds new leadership for federal affairs and West Coast state and local government relations, while promoting an existing leader to a managing director role.
WSP in the U.S. has made three key appointments to its Government Affairs team, bringing in two new leaders and promoting a third. The moves add personnel with experience in federal and state-level policy to help the firm navigate the evolving infrastructure investment landscape.

Cameron O'Brien joins as a senior director of government relations to manage federal affairs, and Avygail Sanchez will lead state and local government affairs for the Western U.S. Concurrently, Donna Estacio, a senior vice president who joined the firm in 2024, has been promoted to a new role as managing director for Government Affairs.
"Cameron, Avygail and Donna reflect our commitment to delivering a strong, strategic and collaborative Government Affairs function at an opportune time, as policy decisions at all levels of government shape the future of infrastructure investment nationwide," said Stuart Sunshine, government relations executive for WSP in the U.S.
Based in Washington, D.C., O'Brien will be responsible for the firm's engagement with Congress and federal agencies. He previously served as a professional staff member on the U.S. Senate Committee on Appropriations' Transportation, Housing and Urban Development Subcommittee. His background also includes advising U.S. Sen. Susan Collins on issues related to the Bipartisan Infrastructure Law and private-sector government affairs work.

Sanchez, based in Los Angeles, will oversee government relations, strategic planning, and market development across the Western U.S. She brings over 20 years of experience in strategy and market expansion within the architecture, engineering, and construction industry.

In her new role as managing director, Estacio will oversee the operational execution of the firm's Government Affairs function. She was previously WSP's West region Government Affairs lead, managing state and local government relations across 29 states. Estacio is also based in Los Angeles.
