Dr. Hans Leonard joins the firm's Washington, D.C. office to advise clients on complex disputes amid significant regulatory changes in the U.S. energy sector.

Consulting firm BRG has appointed Dr. Hans Leonard, a former economist at the Federal Energy Regulatory Commission (FERC), as a director in its Energy & Climate practice. Based in Washington, D.C., Leonard will focus on expanding the group's energy regulatory services and advising on disputes related to market design, pricing and cost allocation.

The move comes as the U.S. energy sector navigates a period of significant regulatory shifts. Christopher Goncalves, a managing director and chair of BRG's Energy & Climate practice, noted Leonard's value in this environment. "Amid substantial, impactful regulatory changes in the U.S., his extensive experience in competitive wholesale energy markets and regulated utilities makes him an ideal contributor to the buildout of our regulatory practice," Goncalves said.

During his six years as an economist in FERC's Office of Administrative Litigation, Leonard directed case teams and provided expert testimony on issues ranging from customer termination fees to damages and price effects. He also contributed expert support in settlements involving utilities, customers and regulators.

Leonard's expertise covers industrial organization, applied microeconomics, and econometric modeling across the electric, gas, and oil sectors. He has developed models to analyze market behavior and estimate damages in disputes involving issues such as alleged illicit bidding, infrastructure retirements and tariff compliance. Before his time at FERC, he worked as a data scientist.

"At this dynamic time in US energy policy, I'm looking forward to taking this next step in my career and helping grow this group's regulatory offering," said Dr. Leonard.

Leonard holds a Ph.D. in political science from the University of Rochester and a BA in economics from the College of William & Mary.
