Firm brings on the 15-year industry veteran as a Senior Managing Director to head its Payer Government Programs Compliance & Operations services, signaling a deeper focus on the complex regulatory landscape of public health care.
Ankura Consulting Group has named Charles Baker a Senior Managing Director in its Healthcare and Life Sciences practice. Based in New York, Baker will lead the firm's Payer Government Programs Compliance & Operations practice area, a role focused on guiding clients through the intricacies of federal and state health care programs.
Baker brings more than 15 years of experience in the health care sector, with a background that includes roles as a consultant, a health plan compliance officer, and a medical center practice administrator. His expertise covers a range of government programs, including Medicare Advantage, Medicare Part D, Medicaid, and the Affordable Care Act (ACA).
His appointment comes as health plans and provider organizations face increasing regulatory scrutiny and operational challenges. In his previous roles, Baker has developed compliance review methodologies, implemented corrective action frameworks, and advised organizations on audits, new product launches and major regulatory transitions. He has also worked on designing tools for vendor and delegate oversight.

Baker will be responsible for helping clients connect regulatory expectations with their internal quality and risk management functions. His past work includes developing business requirements for regulatory changes and creating integrated operating models for health care organizations.
