HKA has expanded its Government Contracting practice, appointing Chelsea Cullum and John Hindman as Partners in its Washington, D.C. location. The two hires, announced in late October and early November respectively, signal a strategic investment in the firm’s advisory services for clients navigating the federal procurement landscape.

Chelsea Cullum rejoins HKA, bringing over 15 years of experience in government contract compliance, cost and pricing issues, and dispute resolution. Her work focuses on forensic accounting and economic damages analysis. Cullum has provided expert testimony before various courts and Boards of Contract Appeals on matters related to the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and the False Claims Act. She is also a Certified Management Accountant and Certified Fraud Examiner.

John Hindman, Partner, HKA.

John Hindman, brings more than 18 years of experience in the government contracting sector. Hindman specializes in federal regulatory compliance, cost accounting and contractor business system requirements. He has previously led engagements for large federal contractors involving cost structure consolidation, audit issue resolution and business system enhancements. Hindman also served as a professional staff member of the Section 809 Panel, an advisory group created to streamline acquisition regulations for the U.S. Department of Defense.

The combined expertise of Cullum and Hindman addresses a wide spectrum of challenges faced by government contractors. Cullum’s background in litigation support and damages calculation complements Hindman’s focus on proactive compliance and operational restructuring.
