The professional services firm has brought on a former Rear Admiral and two Captains with backgrounds in acquisition, supply chain, and artificial intelligence to deepen its support for U.S. Navy contracts.

Guidehouse has added three retired senior leaders from the U.S. Department of the Navy to its Defense & Security practice. The new hires, Rear Admiral (Ret.) Stephen H. Murray, Captain (Ret.) Thomas J. Neville III, and Captain (Ret.) Manuel Xavier Lugo, will join the firm as Directors within its U.S. Navy account team.

This move brings decades of high-level military experience into the firm, a common strategy for consultancies looking to strengthen their expertise and relationships within the public sector, particularly in the competitive defense contracting market. The firm stated the appointments are intended to help accelerate modernization and mission readiness initiatives for the Navy.

Each of the new directors brings a distinct area of expertise relevant to current naval priorities:

Rear Admiral (Ret.) Stephen H. Murray will focus on acquisition and sustainment challenges. His previous roles include serving as the Navy's first Senior Military Acquisition Advisor to the Assistant Secretary for Research, Development and Acquisition, and leading surface ship sustainment for NAVSEA PMS 443, where he oversaw readiness for 150 ships.

Captain (Ret.) Thomas J. Neville III brings experience in supply chain optimization and fleet operations. A former Supply Officer for the U.S. Abraham Lincoln Aircraft Carrier, he also served as Director of Contracts for NAVSEA and Commanding Officer of DLA Distribution at Norfolk. At Guidehouse, his focus will be on readiness and sustainment services.

Captain (Ret.) Manuel Xavier Lugo specializes in logistics, AI, and emerging technologies. His background includes serving as the Mission Commander of Task Force Lima, the Department of Defense's initiative to study generative AI, and as Division Chief for AI Warfighter Capabilities within the Chief Digital and Artificial Intelligence Office.

Guidehouse currently provides a range of services to the U.S. Navy and Marine Corps, including systems modernization, audit support, and supply chain transformation. The addition of these former officers signals an effort to deepen the firm's capabilities and position it for more strategic work related to naval operations and technology integration.
