Leading engineering, environment and professional services consultancy WSP has named Shalonda A. Baldwin as Transportation business line leader for northern California and Jermaine Huell as diversity transformation lead for the Northeast district.
Baldwin, a former national Infrastructure Policy Committee member brings deep understanding of the issues facing clients and leadership experience to achieve solutions centered on people and technical excellence. Huell, an accomplished diversity and equity expert will facilitate partnerships with minority, women and disadvantaged business enterprises and collaborate throughout a seven-state region.
Baldwin joined WSP in 2022 as senior vice president for the Advisory Enterprise Management and Strategy Team. She is based in the firm's San Francisco office. In her new leadership role, Baldwin supports WSP's strategic growth, technical excellence and project delivery in California.
"Our clients in northern California plan to implement an unprecedented volume of projects over the next decade, and Shalonda's leadership skills and knowledge of the Bay Area will significantly enhance our ability to partner with our clients to deliver their projects," said David Warner, senior vice president and California district leader for WSP.
Baldwin has 24 years of experience in guiding strategy, delivering pragmatic business and operational solutions and promoting inclusive infrastructure and mobility in municipal governments, public transportation and the infrastructure industry.
She was raised in San Francisco and she has worked in transportation throughout the state, including the San Francisco Municipal Transportation Agency, the Los Angeles County Metropolitan Transportation Authority and the office of two San Francisco mayors.
Prior to joining WSP, she served on President Biden's National Infrastructure Policy Committee, where she drafted long-term policy recommendations to address national infrastructure issues related to climate and resilience, economic opportunity and employment and workforce development, and thus strengthen communities, the economy and advances racial equity.
"I am eager to leverage my leadership role and familiarity of northern California and its distinct communities, to help develop solutions with our clients who are dedicated to enhancing mobility and quality of life for all," Baldwin said.
Baldwin serves as an advisor for WSP's Equity Center of Excellence, and she is an active Board Member of the American Public Transportation Foundation. She also serves in board roles for nonprofit organizations that build equitable pathways for communities.
Baldwin earned a bachelor's degree from the University of San Francisco and a master's degree from Golden Gate University. She also holds Project Management Professional and Senior Professional in Human Resources certifications.
In his new role, Huell will facilitate the growth of meaningful partnerships between WSP and minority, women and disadvantaged business enterprises; and service-disabled veteran-owned small businesses. He will collaborate deeply to prioritize and enhance strategic partnerships and perspectives that WSP provides to its clients, communities and other project stakeholders.

Prior to joining WSP, Huell was a supplier diversity leader for two North American construction, architectural and engineering companies, uniting public agencies, communities and private sector enterprises to drive progress. He held key leadership roles on landmark projects, including the redevelopment of LaGuardia and JFK airports, the design-build venture for Newark Liberty International Airport's New Terminal A, the comprehensive stewardship of One Brooklyn Health System's program, and the construction of the Children's Hospital of Philadelphia's New Patient Tower.
Huell served in the U.S. Marine Corps with the aviation maintenance administration and in the New York Air National Guard as a unit career advisor. He previously served as district director for U.S. Rep. Gregory Meeks, a role that demanded strategic finesse and an intricate understanding of the legislative landscape, and was a senior program manager for the New York City Department of Small Business Services. His contribution to the political sphere was marked by tireless dedication and an unyielding drive to effect positive change.

Huell is a graduate of Mount St. Mary's College with a bachelor's degree in business management and a master's degree in business administration. He held leadership positions in several industry organizations, including regional vice chairman of the American Road and Transportation Builders Association; publicity chairman for the Society of American Military Engineers, New York chapter; a member of the Minority and Women Business Enterprises Committee for the American Council of Engineering Companies, New York chapter; and was a member of the national Emerging Leaders Committee for the Conference of Minority Transportation Officials.
WSP's Northeast district covers Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island and Vermont.
