Health Management Associates (HMA) founder, president, and chairman Jay Rosen has announced Chief Executive Officer (CEO) Douglas L. Elwell is retiring and that Chief Operating Officer (COO) Charles (Chuck) Milligan will succeed him as CEO effective May 17.
