Former Washington State Health Care Authority medical director brings deep expertise in Medicaid policy, digital health, and delivery system transformation to the firm.
Professional services firm Manatt Health has appointed Christopher Chen, MD, MBA, as a senior advisor. Dr. Chen joins the firm with extensive experience in health policy, clinical strategy, and delivery system transformation, focusing on advising clients across the healthcare landscape.
In his new role, Chen will provide strategic guidance on a broad range of matters, including Medicaid policy, health information technology, and digital health. His work also encompasses quality improvement and health equity, critical areas for the firm's clients as they navigate evolving regulatory and clinical environments.
Before joining Manatt Health, Chen served as the medical director for Medicaid at the Washington State Health Care Authority. During his tenure, he led clinical policy development for more than two million covered lives, supporting innovative purchasing and delivery strategies aimed at improving population health and reducing disparities.
His work in the public sector included the expansion of community-based care programs and the advancement of value-based payment models. Chen was also instrumental in strengthening data and interoperability infrastructure, a key component of modern healthcare delivery systems.
Earlier in his career, Chen held clinical and operational leadership roles within a large academic integrated delivery system. In these positions, he spearheaded initiatives focused on hospital care redesign, post-acute care strategy, and value-based performance improvement. He also brings prior experience in healthcare strategy consulting, having advised health systems and payers on growth strategy and care model innovation.
Chen is board certified in internal medicine and clinical informatics. He earned his M.D. from the University of Pennsylvania School of Medicine and his M.B.A. from The Wharton School. A 2024–2025 Milbank Fellow, he is also a member of the American College of Physicians.
