Former CGI Federal executive brings more than two decades of experience in digital transformation and national security to the global technology firm.

Global technology services provider NTT DATA has appointed Horace Blackman as the new leader of its Federal business. Blackman, a veteran IT executive with more than 20 years of experience, joins the firm to drive digital transformation, modernize mission-critical systems, and lead strategic growth across the federal marketplace.

In his new role, Blackman will lead initiatives focused on elevating client delivery excellence and ensuring government agencies receive secure cloud modernization, AI-enabled mission solutions, and digital transformation capabilities. His appointment comes as the firm seeks to strengthen its position as a trusted partner for defense, civilian, and health agencies.

Blackman most recently served as Senior Vice President and Business Unit Leader at CGI Federal, where he led the Defense, Intelligence, and Space Business Unit. His extensive career also includes leadership roles at the U.S. Department of Veterans Affairs, where he assisted in modernizing healthcare and benefits delivery, as well as positions at Leidos, Lockheed Martin, and Edifecs.

A recognized figure in federal IT transformation, Blackman is a recipient of the Federal Computer Week Federal 100 Award and a three-time FedHealthIT100 honoree. Beyond his professional roles, he serves on the George Mason University Board of Visitors, where he formerly served as Rector, demonstrating a commitment to governance and community leadership.
